First iProcureNet Brief is out: COVID-19 emergency procurement in the EU

The COVID-19 pandemic created unseen challenges for the procurement of medical and other material necessary to contain the crisis.

iProcureNet is a network of European public procurers, all of them facing the challenge of medical equipment becoming scarce due to shortage of offer coupled with colossal demand from numerous countries worldwide. Here, five of them share their experiences and recommendations for the future.

Mari Ann Simovart from the University of Tartu, member of the iProcureNet consortium, will speak at the 15th Nordic Public Procurement (NPP) forum held from 24 to 27 November 2020 in Copenhagen.

The Nordic Public Procurement forum is the most important independent public procurement event in Northern Europe. The scope of NPP 2020 is to give you thorough insight on the implications of the EU Public Procurement Directives, access to the latest research, knowledge and inspiration through relevant case experiences and an update on recent developments in case law of the Court of Justice in the field of PP.

Second report on iProcureNet findings is out

The iProcureNet online survey on experiences with and attitudes towards joint public procurement has confirmed obstacles and pitfalls identified in the project description, such as the economy of scale, knowledge sharing and standardisation potentials on the upside; and harmonisation issues, legal obstacles and lack of coordination on the downside.

Some new and interesting insights, however, must be underlined. It appears that it is easier to identify existing JPP from sectors other than the security & defence sector. Recommendations include to put special emphasis on the pre-tendering phase; to identify key stakeholders and end users and involve them from early on; to adopt a project-management attitude with key performance indicators and clear rules for decision-making, and to pay special attention to assessment and long-term needs.

iProcureNet was also able to identify seven potential candidate groupings for joint public procurement from the analysis of seven investment plans collected by WP2. A list of segments with special potential for innovation procurement was also identified.

Upcoming activities for the next period include the release of the Toolbox and the publication of the detailed survey results. The second cycle will be started by WP2, who will collect further investment plans and update the existing ones, while WP3 will take over the list of potential candidates for a feasibility study.

The first public report on iProcureNet findings can be downloaded here. It relates activities from the first six months of the project : a strategy to collect information such as investment plans from European security procurers, as well as the launch of the iProcureNet questionnaire on joint public procurement practices and experiences.
